以村民为中心的实用性村庄规划编制思路--以溧阳市浒西村为例

Practical Village Planning with Villagers as the Core--Taking Xuxi Village in Liyang City as an example

村庄规划作为国土空间规划体系中的重要组成部分,其法定地位不断受到政府的重视;作为乡村地区用地许可的直接依据,其实用性不断受到村民的关注。国土空间规划背景下,众多学者不断探索实用性村庄规划编制的方法,但更多的是侧重于指标传导、人地关系和土地流转等方面的内容,局限于村庄本身,对长久以来居住于村庄内部的村民缺乏关注。文章通过梳理村庄规划发展历程,剖析现阶段实用性村庄规划探索方向,以溧阳市浒西村为例,提出以村民为中心的规划理念,聚焦村民所需、所想、所盼,从户有所居、地有所种、房有所值等方面探索实用性村庄规划编制过程中以村民为中心的编制思路,以期为实用性村庄规划提供以人为本的经验探索。

As an important part of land and space planning system,the legal status of village planning has been paid more and more attention by the government.As the direct basis of land use permit in rural areas,its practicability is constantly concerned by villagers.Under the background of land and space planning,many scholars continue to explore practical methods of village planning,but they focus more on index transmission,man-land relationship and land circulation,which are limited to the village itself and lack of attention to the villagers who have lived in the village for a long time.By combing the development process of village planning,this paper analyzes the exploration direction of practical village planning at the present stage.Taking Xuxi Village in Liyang City as an example,it puts forward the planning concept of taking villagers as the core,focusing on the needs,thoughts and expectations of villagers.This paper explores the idea of taking villagers as the center in the process of practical village planning from the aspects of household,land and housing,so as to provide people-oriented exploration for practical village planning.
