政策工具视角下我国数字经济政策研究--基于省级政府政策文本的内容分析

Research on China's Digital Economy Policy from the Perspective of Policy Tools:Content Analysis Based on Provincial Government Policy Texts

文章基于罗斯维尔和泽格维尔德的政策工具理论,以20份省级政府政策文本为样本,采用内容分析法进行编码与量化分析。研究发现,目前数字经济政策工具存在以下问题:各目标省级政府在使用上兼顾了供给型、环境型和需求型数字经济政策工具,但存在重供给型和环境型政策工具,轻需求型政策工具;数字经济政策工具内部结构不合理;数字经济政策工具使用行政力量凸显等。未来需要进一步提高数字经济政策工具的均衡性,重视应用软性环境措施,以期提升数字经济政策的执行效果。

Based on the policy tool theory of Roswell and Zegveld,this paper takes 20 provincial government policy texts as samples,and uses content analysis method for coding and quantitative analysis.It is found that there are problems in the policy tools of digital economy:the target provincial governments take into account the supply-oriented,environment-oriented,and demand-oriented digital economic policy tools in the use,but there are some policy tools that focus on supply-oriented and environment-oriented policy tools and neglect demand-oriented policy tools;the internal structure of digital economic policy tools is unreasonable;the use of digital economic policy tools highlights the administrative power.In the future,we need to further improve the balance of digital economy policy tools,pay attention to the application of soft environmental measures,in order to improve the implementation effect of digital economy policy.
