公共服务视角下社区治理优化的问题与对策建议——基于长春、山东等地的调研分析

Issues and Policy Measures to Optimize Community Governance from the Perspective of Public Service

作为国家治理和社会治理的最基本单元,社区治理在我国2020年新冠疫情防控中发挥了积极作用。本文从社区公共服务供给出发,调研吉林省长春市、山东省多地社区治理现状,分析存在的问题及原因,提出现阶段完善社区治理和社区公共服务供给的政策建议,以期为基层社会治理凝聚更多人力、财力、物力,进一步提升城乡社区自治和服务功能,推动政府治理和社会调节、居民自治良性互动,最终实现化解社会矛盾、促进社会公平的目标。

As a basic unit of national governance and social governance,community has played an active role in COVID-19's prevention and control in 2020.Starting from the supply of community public service,this article investigates the current situation of community governance in Changchun City and Shandong Province,analyzes the existing problems and its causes,and puts forward policy suggestions on improving community governance and community public service supply at the present stage,so as to gather more human,financial and material resources for grass-roots social governance,further enhance the autonomy and service function of urban and rural communities,promote the positive interaction between government governance,social regulation and residents'autonomy,and ultimately achieve the goal of resolving social contradictions and promoting social fairness.
