大数据在全口径预算审查监督中的应用探析

摘要 地方人大预算审查监督经历了近四十年发展,在制度建设、专业队伍、方式方法上都取得了长足进步,但从监督效果上看,制度优势还没有得到充分显现。随着十八大以来我国推进国家治理体系和治理能力现代化建设,中央要求加强对政府全口径预算决算的审查和监督,做实人大预算审查监督工作已成为加快民主法制进程的迫切需要,大数据技术对全口径预算审查监督的基础支撑作用,也越来越受到人大的重视。本文通过调查研究部分地方人大的实践成果,结合“政府‘智能+’管理创新”相关研究,就大数据在全口径预算审查监督中的创新运用作探索。 The budget review and supervision of Local People's Congress and its Standing Committee has developed for nearly 40 years,and made great progress in system construction,professional team building,patterns and methods.However,from the perspective of supervision effect,the advantages of the system have not been fully manifested.With the modernization of national governance system and governance capacity since the 18th National Congress of the Communist Party of China,it is urgent to strengthen the examination and supervision of the government's budget and financial accounts,and to implement the supervision of the budget review of the people's Congress has become an urgent need to speed up the process of democratic and legal system.Big data technology plays a basic supporting role in the full scope budget review and supervision,which is also more and more valued by the National People's Congress.This article investigates the practice and exploration results of some local people's congresses,combined with the relevant research literature of"government's"intelligent+"management innovation",and explores the innovative application of big data in the full scope budget review and supervision.
