新发展格局下长三角地区制造业高质量发展的路径——基于产业分工合作的视角

The Path of High Quality Development of Manufacturing Industry in the Yangtze River Delta under the New Development Paradigm

长三角地区产业基础雄厚,是稳定国内制造业比重的主战场。2003-2019年间,长三角制造业整体稳中有进,技术和资本密集型产业集聚发展,劳动密集型产业逐步转移到区域外,产业结构趋于优化。这主要源于沪浙苏皖四地存在明显的产业发展梯度,产业转移承接使得上海与其他三地的分工专业化水平逐步上升,但浙苏皖作为共同承接者,分工专业化水平有所下降。进一步言之,中心区27个城市所处的分工阶段并不一致,都市圈内核心城市与其他城市产业分工更多是产业内分工,而与圈外城市多是开展产业间分工。新发展格局下,推动长三角地区制造业高质量发展,需要率先提升产业基础能力和产业链现代化水平,强化制造业垂直分工,加快制造业与服务业融合,以信息技术为制造业赋能,突破都市圈产业分工合作限制,推动产业政策和规则对接,加快建立区域统一市场。

The Yangtze River Delta region has a strong industrial foundation and is the main battlefield to stabilize the domestic manufacturing industry.From 2003 to 2019,the manufacturing industry in the Yangtze River Delta has made steady progress as a whole.Technology-intensive industries and capital-intensive industries have developed in clusters,while labor-intensive industries have been gradually transferred outside the region,and the industrial structure has tended to be optimized.This is mainly due to the obvious gradient of industrial development in Shanghai,Zhejiang,Jiangsu,and Anhui.Industrial transfer and undertaking make the professional level of industrial division in Shanghai and the other three places rise gradually.However,Zhejiang,Jiangsu,and Anhui,as joint undertakers,have a decline in the professional level of industrial division.Furthermore,the industrial division of the 27 cities in the central area is not consistent.The industrial division between the core cities in the metropolitan area and other cities is more of an intra-industry division,while the industrial division between the core cities and cities outside the metropolitan area is mostly inter-industry division.Under the new development paradigm,to promote the high-quality development of the manufacturing industry in the Yangtze River Delta region,it is necessary to take the lead in improving the industrial basic ability and the modernization level of the industrial chain,strengthen the vertical division in the manufacturing industry,and accelerate the integration of the manufacturing industry and the service industry,take information technology as the enabling force of manufacturing industry,break through the restrictions of industrial division of labor and cooperation in urban areas,promote industrial policy and rule docking,and speed up the establishment of a regional unified market.
