The formation of a new dual-cycle development pattern requires that the focus of supply-side structural reforms shift to reshaping the new industrial chain. That means the modernization process of industrial chain including the improvement of industrial basic capabilities,optimization of operating modes,enhancement of industrial chain control and improvement of industrial governance capabilities. We can understand the connotations of reshaping the new industrial chain from the perspectives of developing strategic industries,cultivating leading industries,industrial organization mechanism,industrial ecological conservation,and industrial safety. Reshaping the new industrial chain will strategically support China to create new advantages in international cooperation and competition through implementation of the domestic demand-led strategy,the new national innovation strategy,and the high-level economic opening strategy. The inherent logic of reshaping the new industrial chain is to promote the modernization of the industrial chain in the high-level opening-up through the combination of an effective market and a promising government. Under the new development pattern,reshaping the new industrial chain should focus on the construction of the chain chief system of industrial chain management,the development of industrial chain clusters,the building of disaster prevention and preparedness systems and capacity,and the maintenance of the international public goods attributes of the global industrial chain.
