新经济背景下我国高质量发展的新增长体系重塑研究

The Construction of A New Growth System of China’s High-quality Development under the Background of New Economy

经济增长体系是以生产函数为基础,由经济增长的条件、过程、结果等方面构成。在全球新一轮科技革命的背景下,以大数据、云计算为代表的新一代信息技术迅速兴起,经济社会发展正发生着深刻变革。新经济依托于新一代信息技术,在创新经济、科技经济、知识经济、服务经济、数字经济、平台经济领域得到综合体现。新的经济形态预示着新的发展力量,意味着新的发展路径,蕴藏着新的发展机遇。经济增长是经济发展的基础,在新经济背景下实现从传统经济体系向新增长体系的转变,需要依据新经济时代要素体系、技术体系、产业体系、供给体系的新变化,从要素生产率、结构优化、经济增长的稳定性、资源环境代价、增长成果分享、经济竞争力、信息化能力等七个维度来重塑新增长体系。为此,必须着眼于经济增长的现实需要,结合新增长体系的变化和构成,进一步完善基础设施支持体系、人才队伍支持体系、产业政策支持体系、科技创新政策支持体系、法律法规支持体系、网络安全保障体系等六大支持体系,为新增长体系重塑提供有力支撑。

The economic growth system is based on the production function and consists of the conditions,processes,and results of economic growth. In the context of a new round of global technological revolution,a new generation of information technology represented by big data and cloud computing is rapidly emerging,and profound changes are taking place in all aspects of economic and social development. The new economy relies on a new generation of information technology,and is a comprehensive embodiment of innovation economy,technology economy,knowledge economy,service economy,digital economy and platform economy. The new economic form indicates a new development force,implies a new development path,and contains new development opportunities. Economic growth is the foundation of economic development. Focusing on the new changes of factor system,technology system,industrial system and supply system in the new economy,this paper constructs the new growth system from a total of seven dimensions: factor productivity,structural optimization,stability of economic growth,cost of resources and environment,sharing of growth results,economic competitiveness and informatization capability. To this end,in order to provide strong support for economic growth,we must focus on the actual needs of economic growth,combine the changes and composition of the new growth system,further improve the six supporting systems including the infrastructure support system,the talent team support system,the industrial policy support system,the scientific and technological innovation policy support system,the legal and regulatory support system,and the cyber security guarantee system.
