中国高质量发展水平测度:人民群众感知视角

Measurement on China’s High-quality Development Level:A Perspective of People’s Perception

中国已转向高质量发展阶段,以人民为中心是高质量发展必须坚持的根本立场。本文构建了人民群众感知视角下的高质量发展评价指标体系,通过大数据文本挖掘和情绪识别技术分析了人民群众对现阶段高质量发展的关注重点和满意程度,并结合统计数据和网络数据对2011—2019年人民群众感知视角下的中国高质量发展水平进行测度。研究结果表明:人民群众对现阶段高质量发展的关注重点可归纳为7个方面,满意程度从低到高依次为宏观经济、工作就业、民生保障、城乡发展、开放创新、精神文化、生态环境;2011—2019年中国高质量发展水平持续稳定增长的同时,人民群众对高质量发展的满意程度也在迅速提升。但包含人民群众主观感受维度测度出的高质量发展指数,低于以统计指标测算所得的高质量发展指数,说明还要从人民群众的感受角度提高高质量发展水平。最后本文针对人民群众对现阶段高质量发展的需要提出了相应对策建议。

China has moved to a stage of high-quality development,and people-centered is the fundamental position that we must adhere to. This paper constructs a high-quality development evaluation index system from the perspective of people’s perception,analyzes the people’s concern and satisfaction with high-quality development through big data text mining and emotion recognition technology,and measures China’s high-quality development level from the perspective of people’s perception in 2011-2019 with statistical data and network data. The results show that the people’s focus on high-quality development at this stage can be summarized into seven aspects,including the macro-economy,job and employment,people’s livelihood security,urban and rural development,open innovation,spiritual culture and ecological environment from low level to a high level. However,the high-quality development index measured by the subjective feeling dimension of the people is lower than the high-quality development index measured by statistical indicators,which means that the high-quality development level should be improved from the perspective of the people’s feelings. Finally,this paper puts forward some suggestions for the people’s needs on high-quality development at current stage.
