基层服务困境及治理体系重构的路径分析--以山东省农村党建示范区为分析对象

Plight of Grassroots Service and Path Analysis of Governance System Reconstruction:Taking Rural Party Construction Demonstration Area in Shandong Province as an Analysis Object

基层治理体系是承接服务下沉与治理有效政策实践的核心。已有文献梳理表明,基层治理体系存在失效的“双重困境”,即基层治理能力不足,以及难以调整国家与农民的关系。山东省招远市农村党建示范区的建设经验在于重构基层治理体系,恰恰有效回应中国基层社会面临的“双重困境”,打破传统镇村治理体系,形成镇村之间的“中间层级政府”。党委实体化运行凸显行政包干制的治理优势,同时实行党支部领办合作社与党员联户网格化机制,成为服务下沉与治理有效政策实践的组织载体与治理载体。这一创新的基层治理体系为探索新时代基层治理体系重构提供一般性路径思考。

Basic-level governance system is the core of undertaking service sinking and fine policy prac⁃tice of governance.Literature review has shown that the grassroots governance system has a“double dilemma”of failure,that is,the grassroots governance capacity is insufficient,and it is difficult to adjust the relationship between the state and farmers.The construction experience of Zhaoyuan rural party construction demonstration area in Shandong Province lies in the reconstruction of grassroots governance system,which effectively re⁃sponds to the“double dilemma”faced by China’s grassroots society,breaks the traditional governance system of towns and villages,and forms the“middle-level government”between towns and villages.The materialized operation of the party committee highlights the governance advantages of the administrative system while im⁃plementing the grid mechanism of the party branch co-op and the party members’connection with households,which becomes the organizational carrier and governance carrier for the service sinking and the management of refined policy practice.This innovative grassroots governance system provides a general path for exploring the reconstruction of grassroots governance system in the new era.
