China-US Science and Technology Relations from Russia’s Perspective

新一轮技术革命正极大地改变着国际关系和社会政治生态,科技竞争成为大国博弈的关键领域。近年来,随着美国对中国采取一系列科技封锁,俄罗斯学界对中美科技博弈的分析日渐增多,认为这是人类历史上第一场科技战。美国虽咄咄逼人,中国被动防御,但两国各有优势,结局难料。中美科技博弈正改变游戏规则,可能造成科技"铁幕"和科技体系两极化。作为素来重视科技教育的国家,俄罗斯高度关注中美科技博弈动向,既有对美国科技霸凌主义的感同身受,也有羡慕和失落。中国科技水平已得到昔日"老师"的认可,"师生关系"正在悄然发生变化。

Tech race has become a key area of the interaction between major powers as the new round of technological revolution has significantly changed both the ecology of international relations and social political structure.The Russian academia perceives China-US science and technology relations as the first tech war in human history following a series of blockade on science and technology adopted by the US against China and thus it is possible to produce a tech curtain and give rise to polarization of the global system of science and technology.The development of China-US science and technology relations have attracted attention of Russia who have been attaching substantial importance to science and technology education.China’s science and technology has already been recognized by its former teacher and their teacher-student relations is interchanging silently.
