雄安新区基本公共服务问题研究--以基础教育为例

Research on the Basic Public Services in Xiong’an New District--Take Basic Education as an Example

基础教育作为基本公共服务的重要内容,是雄安新区在规划建设初期有效发挥公共服务效能,保障和改善民生的必须着力点。面对起步晚、基础差的发展背景,雄安新区采取了以对口帮扶为主的多项措施提升基础教育公共服务质量,取得了初步成效。但从长远发展来看,也潜藏着帮扶援助不长效、理念导向不清晰等危机。雄安新区基础教育公共服务的发展应该实现供给主体的多元化并且建立完善的监督和评价机制,此外“集团化办学”是新区发展基础教育公共服务的有效路径。

Basic education,as an important part of basic public services,is a must for the effective use of public services in the early stage of planning and construction of Xiong’an New District,ensuring and improving people’s livelihood.Facing the development background of a late start and poor foundation,Xiong’an New District has adopted a number of measures focusing on partner assistance to improve the quality of basic education public services,and has achieved initial results.However,from the perspective of long-term development,there are also hidden crises such as the lack of long-term assistance and unclear concept orientation.The development of public services for basic education in Xiongan New Area should realize the diversification of the main body of supply and establish a complete supervision and evaluation mechanism.In addition,“group schooling”is an effective path for the development of public services for basic education in the new area.
