中欧班列通关时效运行监测方法及改进措施研究

Research on the Measurement Methods and Improvement Measures for Customs Clearance Time of China-Europe Railway Express

随着“一带一路”倡议的深入实施,中欧班列已经成为我国与“一带一路”沿线国家联系最为紧密的纽带。后疫情时代,国际物流通道对于跨境贸易合规便利而言尤为重要,以中欧班列为代表的铁路运输方式因其更高的防疫安全性而承接了大部分海运和空运货物,在国际经济普遍疲软之时呈现了逆势增长。因此,研究中欧班列通关时效的监测方法及其改进措施,可谓双循环新发展格局下持续推动跨境贸易便利化的重要课题。有鉴于此,本文从跨境贸易便利化的评价认知和中欧班列通关时效的监测效用入手,研究包括理念、指标和方法在内的监测体系,并结合实证分析提出相关对策建议,以期为打造在国际上最具竞争力的海关监管体制机制提供决策参考。

Since China-Europe Railway Express was put into operation,the deepening implementation of the Belt and Road Initiative has enabled countries alongside to be linked more tightly than ever before.In the coming Post-COVID 19 era,the international logistics corridor will play a quite special role in terms of cross-border trade facilitation.Railway deliveries represented by China-Europe Railway Express has,by virtue of its anti-epidemic security,undertaken most of the cargoes transferred from shipping and air transportations,and thus,achieved a growth rate which bucked the trend of the general weakness of international trade.Therefore,the research on the measurement methods and improvement measures for Customs clearance time of China-Europe Railway Express is an essential project in the fields of continuously enhancing the level of cross-border trade facilitation under the Double-Cycle development pattern.In view of this,this paper probes into the concept innovation as well as supervision indicators and methods within the monitoring system by means of analyzing the cognitive evaluation on cross-border trade facilitation and observation utility of Customs clearance time of China-Europe Railway Express,and then,based on above empirical analysis,puts forward countermeasures aiming at helping establish the most competitive Customs supervision system and mechanism in the world.
