以法治思维指导提升高校法治工作体系化,增强高校依法治校能力,依法维护学校权益,依法规避法律风险是高校面临的重要课题。高校法治工作体系化的内涵包括:党委领导下的校长负责制,大学章程及规章制度体系,师生权益保护救济服务机制,完善的法律风险防控体系和法治教育。运用法治思维指导高校法治工作体系化确立的关键是法治意识的牢固树立,法治工作队伍的健全,决策、制度合法性审查机制的确立,评价考核机制的完善和坚持以师生为中心的法治工作理念。

It is an important task for colleges and universities to improve the systematization of legal work,enhance the ability of running the school according to law,safeguard the rights and interests of the school according to law,and avoid legal risks according to lawunder the guidance of legal thinking.The connotation of the systematization of legal work in colleges and universities includes:the president responsibility system under the leadership of the Party committee,the school constitution and rules and regulations system,the protection and relief service mechanism for the rights and interests of teachers and students,the perfect legal risk prevention and control system and legal education.The key to using legal thinking to guide the systematic establishment of legal work in colleges and universities is to firmly establish legal awareness,improve the legal working team,establish the review mechanism of the legitimacy of decision-making and system,improve the evaluation mechanism and adhere to the concept of teacher-student-centred legal work.
