地方院校是高等教育体系的主体部分和“双一流”建设的重要参与力量。地方院校需认清自身优势和劣势以及面临的挑战和机遇,从要素变革视角厘清地方院校发展的核心要素及内在机理,并在改革发展中切实把握好“四个转向”和“三个聚焦”。地方院校要充分发挥主体性、能动性和创新性,抓住机遇,扎根地方,把握好政策,充分挖掘区域文化资源,着力加强内涵式发展,为区域经济与社会发展提供智力支持,让学校发展与国家发展同频共振。

As the main part of higher education system,local colleges and universities are the participants and important forces in the construction of"double first-class".Local colleges and universities should recognize their own advantages and disadvantages as well as the challenges and opportunities they face,clarify the core elements and internal mechanism of their development from the perspective of factor reform,and grasp the"four transformations"and"three focuses"in the reforming and developing.In practice,the local colleges and universities should play full attention their subjectivity,initiative and innovation,seize opportunities while taking root in local areas to grasp the policies and fully tap regional cultural resources.Therefore,they can better strengthen conformation,so as to provide intellectual support for the development of regional economy and community,making the development of schools resonate with the development of the country.
