师范生公费教育政策分析——基于理性选择制度主义的视角 被引量:1

An Analysis of Public Education Policy for Normal University Students Based on the Perspective of Rational Choice Institutionalism

摘要 运用理性选择制度主义的分析框架对我国的师范生公费教育政策进行分析与解读,发现其在政策效率、政策公平、政策问责、政策适应四个方面存在问题。其问题的产生源于各个行动者基于自身有限理性形成的行动偏好并由此而做出的理性选择。我国师范生公费教育政策的完善,需要加强政府宏观调控,引领师范生公费教育走公共化路径;同时应该增强配套政策建设,增强制度的弹性与适应性。 Based on the analytical framework of rational choice institutionalism this paper analyzes and interprets the public education policy for normal university students in China.It finds that there are problems in policy efficiency,policy fairness,policy accountability and policy adaptation.The problems originate from the actors’action preference formed by their own bounded rationality and the rational choice made accordingly.To improve the public education policy for normal university students in China it is necessary to strengthen the macro-control of the government and lead the pub⁃lic education for normal university students to take the public path.At the same time we should en⁃hance the construction of supporting policies and make the system more flexible and adaptable.
