摘要
生态文明背景下,对"山水林田湖草"生命共同体的综合保护与修复提出了更高要求,现行生态保护类规划中存在"只重资源、不重系统"和"只重保护、不重修复"等问题,不利于生态系统的整体性保护。文章综合生态安全格局与生态修复理论,以山东省威海市为例,基于生态评价结果,应用最小累计阻力模型,构建"斑块-廊道-战略点"的生态安全网络,为生态空间与生态保护红线划定提供科学依据。在此基础上,分析生态退化风险区,针对矿山、生态廊道、海岸带等提出生态修复措施,为国土空间规划中的生态保护与修复提供系统性的参考依据。
Under the background of ecological civilization,the comprehensive protection and restoration of the life community of"mountains,rivers,forests,farmland,lakes and grass"are put forward with higher requirements.There are some problems in the current ecological protection planning,such as"only paying attention to resources,not to system"and"only paying attention to protection,not to restoration",which are not conducive to the overall protection of the ecosystem.In this study,the ecological security pattern and ecological restoration theory were integrated,and taking Weihai City of Shandong Province as an example,the ecological security network of"patches,corridors and strategic points"was constructed by using the min.cumulative resistance model based on the ecological evaluation results,so as to provide a scientific basis for the delineation of ecological space and ecological protection red line.On this basis,ecological degradation risk areas were analyzed,and ecological restoration measures were proposed for mines,ecological corridors and coastal zones,so as to provide systematic experience and reference for ecological protection and restoration in territorial spatial planning.
