从“三调”分类到市县国土空间总体规划用地用海分类转换技术方法探索

各地在开展国土空间规划编制过程中,需要将第三次全国国土调查成果的用地分类转换为《国土空间调查、规划、用途管制用地用海分类指南(试行)》规定的用地用海分类。文章结合市县级国土空间总体规划编制的实践,探索从"三调"到国土空间调查、规划、用途管制用地用海分类转化的技术方法,总结用地分类转化的总体技术要求、基数资料收集、地类"一对一"衔接与"一对多"的细分规则以及常见问题处理等实践经验,为市、县级国土空间总体规划的用地分类转换提供经验借鉴。

In the process of compiling he general planning of land use space,all localities need to convert the land use classification based on the results of the third national territorial survey into the land use and sea use classification as stipulated in the guide to the classification of land use and sea use for territorial spatial survey,planning and use control(trial).This study based on the practice of city and county land space overall planning to explore from the"three adjustment"to survey,planning,land space use control methods from the transformation of land use classification with the sea,summarizes the practical experience,such as the transformation of land use classification base of general technical requirements,data collection,to"one to one"cohesion and"one-to-many"segmentation rules and common problems etc.,for the national spatial planning of city,county land use classification conversion to provide experience for reference.
