屯堡村落实现乡村振兴的困境及路径

The realistic predicament and practical path of Rural Revitalization in Tunpu villages

乡村振兴战略是继精准扶贫政策推动乡村发展的又一重大举措。安顺屯堡村落是明朝军队进入安顺少数民族地区形成的特殊村落,对推进乡村振兴战略具有独特的意义。安顺屯堡村落有独特的地理环境、丰富的民族文化以及和谐的民族关系。当地政府欲通过精准扶贫政策、依托地理优势发展农业产业与旅游业、借助多民族文化优势增强民族文化认同、利用社会关系和谐优势创建礼仪文明之乡等措施实现乡村振兴。但在实际振兴进程中面临乡村劳动力外流、乡村“空心化”严重、乡村产业发展凋敝、乡民文化传承意识淡薄、乡民经济收入低等现实困境,阻碍乡村振兴战略的推进。基于此,应以发展乡村民族特色农业产业为重点,激活乡村经济活力;以振兴乡村多元民族文化为亮点,重现乡村多元文明风采;以构建生态宜居魅力乡村为基点,建设绿色生态空间家园等方面加以应对。

The Rural Revitalization strategy is another major measure to promote rural development following the targeted poverty alleviation policy.Anshun Tunpu village is a special village formed when the Ming Army entered anshun minority area.Anshun Tunpu village has unique geographical environment,rich ethnic culture and harmonious ethnic relations.The local government intends to achieve Rural Revitalization through targeted poverty alleviation policies,the development of agricultural industry and tourism relying on geographical advantages,the enhancement of national cultural identity by virtue of multi-ethnic cultural advantages,and the creation of a civilized town with harmonious social relations.However,in the actual process of revitalization,the rural labor force outflow,the serious“hollowing out”of rural areas,the bleak development of rural industries,the weak awareness of cultural inheritance and the low economic income of Rural Residents are all obstacles to the promotion of Rural Revitalization strategy.Based on this,we should focus on developing the characteristic agricultural industry in rural areas to activate the rural economic vitality.To revitalize the rural multi-ethnic culture as a highlight,to reproduce the rural multi--cultural style;To build ecological livable charm of the countryside as the base point,the construction of green ecological space home and other aspects to respond.
