以人为本的城镇化与城乡融合发展——2021年度全国乡村振兴与农业现代化理论研讨会主旨发言述略

People oriented urbanization and urban rural integration development:the summary of the keynote speech of the National Symposium on Rural Revitalization and agricultural modernization in 2021

实施乡村振兴战略,要持续推进城镇化发展,提升城镇化的水平与质量。乡村振兴的关键在县域经济,将村庄纳入“半小时”经济圈,使小城市成为城乡链接的“中台”;建立现代农业产业体系,必须保障农业在维持社会稳定与提供基本保障方面的战略地位,但同时要正视它在三大产业中的占比越来越低的现实;从基础设施与公共资源配置上,乡村“集约化”发展需要部分村庄的撤并;必须坚持“以人为本”的乡村振兴,通过城市融合乡村实现乡村振兴。

To implement the strategy of rural revitalization,we should continue to promote the development of urbanization and improve the level and quality of urbanization.The key to Rural Revitalization lies in the county economy,bringing villages into the“half-hour”economic circle,making small cities become the“middle platform”linking urban and rural areas;To establish a modern agricultural industrial system,we must ensure the strategic position of agriculture in maintaining social stability and providing basic security,but at the same time,we must face up to the fact that its proportion in the three major industries is getting lower and lower;From the allocation of infrastructure and public resources,the development of rural“intensive”needs the merger of some villages;We must adhere to the“people-oriented”Rural Revitalization and realize rural revitalization through urban integration.
