如何规范项目招投标环节,建立健康的行业竞争环境成为各行各业项目管理必须攻克的难题。据此提出建立“竞标资格分级管理机制”设想,将从业单位的成果、实力与竞标资格等级相挂钩,通过建立科学的准入晋级及降级评价体系,实行差别化竞标和施工跟踪管理,扶持优质从业单位,淘汰能力有限、责任不强的单位,最终建立长效机制。

How to standardize the bidding process and establish a healthy industry competition environment has become a difficult problem that must be overcome in project management in all walks of life.In this regard,this article proposes the establishment of a“competition qualification classification management mechanism”,which links the achievements and strengths of the business units to the qualification level of the competition,and implements differentiated bidding and construction tracking management through the establishment of a scientific access promotion and demotion evaluation system to support High-quality work units,weed out units with limited capacity and weak responsibilities,and finally established a long-term mechanism.
