社区智慧养老资源配置协同度评价研究

Research on Evaluation of Collaborative Degree of Community Wisdom Resources Allocation for the Aged

基于协同理论并结合复合系统的特点,以广州等5个城市20个社区为采样点进行抽样数据的跟踪调查,运用复合系统协同度评价法就需求分类、资金资源、物质保障、人力资源、信息管理、医养结合等对社区智慧养老服务资源配置系统的协同度进行评价。评价结果显示,社区智慧养老服务资源配置协同度虽有波动,但整体呈现平稳增长态势。因此,重视数据驱动的信息集成决策,完善社区智慧养老服务资源配置的规则设计,加强信息平台建设,构建全面的监督机制,有利于当前多层次、多类型养老服务市场的协同治理。

Based on the synergy theory and the characteristics of the composite system,this paper uses 20 communities in five cities including Guangzhou as sampling points to conduct sample tracking data surveys,and uses the composite system synergy evaluation method to evaluate the collaborative degree of the community smart resource allocation system for the aged from the perspective of demand categories,financial resources,material support,human resources,information management,and medical nursing integration.The results show that although the synergy of the community smart elderly service resource allocation system fluctuates,it presents a overall steady growth.Therefore,attaching importance to data-driven information integration decision-making,improving the rule design of community smart elderly care service resource allocation,strengthening platform construction,and building a comprehensive supervision mechanism are beneficial to the collaborative governance of current multi-level and multi-type elderly care service market.
