中西比较视域下我国权力治理的优势及彰显

On advantage and Its Exerting of China’s Power Governance under the Vision of Compare between China and the West

与西方十分强调从权力间内在关系角度去探索和建构权力治理体制机制不同,我国尤其重视从权力与其行使者的关系角度探索权力治理体制机制的构建,体现了显著的优势。西方权力治理的局限是权力的人民性难以广泛而真实的体现,而体现不了人民性,作为权力主要行使人的执政党就难有充分的责任性,担负不起责任,更难有强烈的使命感。相反,我国权力治理的优势在于能够广泛而真实体现权力的人民性,执政党敢于担负责任,具有强烈的使命感,将人民利益置于最高位置。立足权力与权力行使者内在关系以及更强调加强后者建设重要性的治理逻辑,我国权力治理的优势彰显在于坚持中国共产党的领导,强化党的建设,尤其是在中国特色社会主义进入新时代的历史方位上,从强化党纪与法律的双重作用、发挥顶层设计与制度创新的双向作用以及提升先进性与纯洁性教育的双面作用等方面贯彻落实全面从严治党这一重大改革和建设方略。

Different to the West which extremely stresses to explore and construct power governance systems and mechanisms from the internal relation of power,China especially pays much attention to the internal relation between power and its users,and takes it as a key point to explore construction of power governance systems and mechanisms,which embodies remarkable superiority.The West power governance’s limitation is that the people’s affinity to power can’t be reflected extensively and really.The people’s affinity can’t be reflected,so the party in power as the major wielder of power can’t have ample responsibility.Further,the party can not undertake responsibility,so it is difficult to possess strong mission sense.In contrast,the Chinese power governance’s superiority is that it can reflect people’affinity widely and really,and the party in power can undertake responsibility bravely and have great mission sense,especially the C.P.C puts the people’s interest in the highest position.Standing on the governance logic of internal relation between power and its wielder,and stressing much importance of the latter’s construction,the showing of advantage for Chinese power governance is determined by insisting on the leading of the C.P.C and strengthening construction of the Party,especially needing to carry out the great reformation and construction strategy of comprehensive and strict governance to the Party from enlightening the double effect of Party discipline and law,playing the double-direction effect of the top design and system innovation,and upgrading the two-sided effect of the education of advanced nature and purity on the historic position of the socialism with Chinese characteristics coming into the new epoch.
