城市政体理论视角下的社区更新治理研究——以西安明城区回坊为例

Research on Community Renewal Governance from the Perspective of Urban Regime Theory--A Case of Huifang in Ming District of Xi'an

进入存量发展时代,我国城市中的内城社区更新治理问题,成为当下研究的重点。随着空间权力观念的转变和市民社会的崛起,过往只注重自上而下的社区更新的治理方式逐渐受到质疑。文章借助城市政体理论的分析框架,以西安明城区内的回坊为例,揭示出内城社区更新治理的问题表征,并分别从参与更新治理的政府、市场、社会3类政体角度提出了优化策略。通过理清各类政体参与社区更新治理的机制,更好地指导日后的更新实践工作,实现社区善治的目标。

In the stock development era,the inner city community governance issues have become the focus of the current study.With the change of the concept of space power,and the rise of civil society,the past study paying attention to the top-down way of community update is gradually being questioned.The paper makes uses of the analysis framework of the urban regime theory,takes Huifang in Mingcheng District of Xi’an as an example,and reveals the representation of the inner city community renewal governance problems.Then the optimization strategy is proposed from three types of parties participating in the renewal governance,that is,the government,market and society.By clarifying the mechanism of various parties participating in community renewal governance,it can better guide the renewal practice in the future and realize the goal of good governance of community.
