“十四五”时期是我国转变经济增长方式、优化经济结构、转换增长动力的攻关期,也是转危为机的关键时期。面对错综复杂的国际国内形势,如何切实有效地提升民生保障水平,是我国面临的一项十分严峻的政治任务。以大数据、人工智能、物联网、5G移动通信和区块链等为代表的数字技术正在成为我国民生领域补短板、强弱项、促提升的利器,在提升政府民生服务效能、疏通公路交通堵点、破解教育难题、为健康医疗提供全面支持以及为解决养老难题提供创新思路等方面将发挥越来越重要的作用。因此,我们需要提高认识、切实发挥数字技术在民生保障中的独特作用,建立起切合实际、务求实效的推进机制,积极鼓励公众参与和社会共享,多措并举克服人才短板以及加强数据安全和隐私保护等。

The"14th Five-Year Plan"period is a critical period for China to transform its economic growth mode,optimize economic structure,and transform growth momentum.It is also a critical period for turning crises into opportunities.Facing the complicated international and domestic situations,how to effectively improve the level of people's livelihood is a very severe political task faced by our country.Digital technologies represented by big data,artificial intelligence,Internet of Things,5G mobile communications,and blockchain are becoming a weapon for making up for shortcomings,strengthening weaknesses,and promoting improvement in the field of people's livelihood.They play increasingly important roles in improving the efficiency of government people's livelihood services,clearing roads traffic jams,solving educational problems,providing comprehensive support for health and medical care,and providing innovative ideas for solving elderly care problems.It is necessary to raise awareness and effectively play the unique role of digital technology in protecting people's livelihood,establish a practical and pragmatic promotion mechanism,actively encourage public participation and social sharing,take multiple measures to overcome shortcomings of talents,and strengthen data security and privacy protection.
