混合所有制下国有资产保值增值的困境与出路

The Dilemma and Solution of State-owned Assets’Value Maintenance and Appreciation on the Background of Mixed-ownership

2015年10月25日,国务院印发《关于改革和完善国有资产管理体制的若干意见》,提出要改革和完善国有资产的相关体制,推动国有企业健康发展。在经济发展新常态的背景下,我国正在进一步推行国有企业的混合所有制改革,改革的根本目的在于保障国有企业资本的安全性与收益性,实现新常态下国有资产的保值增值。目前国有资产实现保值增值仍需经过漫长的过程,国有资产面临着改革制度不健全,缺乏有效的资本结构和企业治理机制、监督管理机制等问题亟待解决。文章将从混合所有制下国有资产的管理现状入手,分析目前背景下国有资产保值增值存在的困境与出路,以实现我国国有资产保值增值目标,推动国有企业健康发展。

On October 25,2015,the State Council issued the Several Opinions on Reforming and Improving the Management System of State-owned Assets,proposing to reform and improve the relevant system of state-owned assets and promote the healthy development of state-owned enterprises.In the context of the new normal of economic development,China is further pursuing the reform of mixed ownership of state-owned enterprises.The fundamental purpose of the reform is to ensure the safety and profitability of state-owned enterprise capital,and to maintain and increase the value of state-owned assets under the new normal.At present,the preservation and appreciation of stateowned assets still need to go through a long process.State-owned assets are facing problems such as imperfect reform system,lack of effective capital structure and corporate governance mechanism,supervision and management mechanism,etc.,which need to be resolved urgently.This article will start with the management status of state-owned assets under mixed ownership,analyze the difficulties and solutions of state-owned assets value preservation and appreciation under the current background,in order to achieve China’s goal of state-owned assets value preservation and appreciation,and promote the healthy development of state-owned enterprises.
