社会资本视角下PPP项目实践中存在问题及对策

Problems and Countermeasures in PPP Project Practice from the Perspective of Social Capital

社会资本是PPP项目的重要参与者与利益相关者,在推进PPP项目快速发展方面发挥着重要作用。但社会资本参与PPP项目的难点却未引起足够的重视。本文从社会资本视角出发,分析实践中存在的地方财政承受能力空间不足、项目投资回报率不断降低、谈判合作中弱势地位、运营压力持续加大引发对投资回收的担忧等问题,并有针对性地提出对策建议。

Social capital is an important participant and stakeholder of PPP projects,which plays an important role in promoting the rapid development of PPP projects.However,the difficulties of social capital participating in PPP projects have not attracted enough attention.From the perspective of social capital,this paper analyzes the problems existing in practice,such as the lack of local financial support space,the declining return on project investment,the weak position in negotiation and cooperation,and the worry about investment recovery caused by the increasing operational pressure,and puts forward some countermeasures and suggestions.
