Planning of the natural resources registration unit in Shanghai

自然资源统一确权登记是我国自然资源资产产权制度改革中一项重要的基础性工作,上海市辖区内由中央委托地方政府代理行使所有权的自然资源确权登记工作正处于工作准备阶段。本文从上海市自然资源确权登记工作实际情况出发,结合前阶段自然资源部开展的由中央直接行使所有权的各类自然资源确权登记工作经验,重点探索研究上海地区较为典型的自然资源登记单元预划工作原则和方法,为后续工作开展做好准备。

The unified registration of natural resources is an important work in the reform of China’s natural resources property rights system,which is at the preparatory stage.The central government delegates this work to local governments in Shanghai.This study,which was conducted based on the actual situation in Shanghai,focused on studying the principles and methods of planning the natural resources registration unit and solved technical difficulties of the follow-up work,according to the previous work of the Ministry of Natural Resources.
