农民工市民化的困境--基于疫情环境的思考

农民工在主动或被动市民化的过程中,承担着巨大的成本。疫情公共卫生事件的爆发对国民经济发展造成一定冲击,众多行业的发展前景不够明朗,处于相对弱势的农民工群体就业机会减少,加剧了收入的不稳定性,物质需求未得到相应满足,进而造成其在市民化的过程中遭遇困境。真正实现从名义城镇化到实质城镇化的飞跃,实现身份户籍的转变,需要从成本分担机制的建立、经济领域产业调节、法律知识的宣传普及等多方面入手,充分发挥好政府、市场、社区、农民工等多方主体的作用,通过制定合理的落户政策、完善成本分担机制、加强引导宣传、提升技能素质等多种途径来破解困境。

In the process of active or passive citizenization,migrant workers bear huge costs.The outbreak of the epidemic public health incident has had a certain impact on the development of the national economy,the development prospects of many industries are not clear enough,and the employment opportunities of the relatively vulnerable groups of migrant workers have decreased,which has aggravated the instability of income,the material demand has not been satisfied correspondingly,which causes it to encounter the predicament in the process of citizenization.To truly realize the leap from nominal urbanization to substantial urbanization,and to realize the transformation of household registration,we need to start with the establishment of cost-sharing mechanism,industrial regulation in the economic field,publicity and popularization of legal knowledge,etc.,give full play to the role of the government,the market,the community,migrant workers and other multi-subject,through the establishment of a reasonable policy,improve the cost-sharing mechanism,strengthen the guidance and publicity,improve the quality of skills and other ways to solve the plight.
