Poverty in Multiple Forms:Evaluating the Sustainability of Poverty Alleviation Programs in Ethnic Minority Regions

文化多样性是少数民族地区贫困多样性的重要成因之一,同时多样性的文化资源亦为经济发展、反贫困策略研究提供不同的发展模式。文章以较高的理论清晰度和实证力度审视:如何准确界定少数民族地区多样性的贫困,如何合理利用少数民族多样性文化资源来提升反贫困效果的持久性。并提出反贫困实践路径:培育主动性反贫困的内生动力机制;培育文化价值发现能力、创新文化表现形式;理解并尊重多样性的财富理念;培育反贫困的社会动力机制及公众对贫困群体的文化关怀。

While the cultural diversity of an impoverished region may result in its poverty manifesting in multiple forms,it also provides the region with rich cultural resources for economic development.Drawing data from both theoretical and empirical researches,this article seeks to define poverty in multiple forms and explore how to alleviate poverty sustainably in the ethnic minority regions.It proposes using cultural diversity as an economic resource to alleviate poverty in the ethnic minority regions.Moreover,it offers several practical solutions:stimulate the local community's internal impetus for poverty alleviation,foster the local community's capability for cultural innovation and entrepreneurship,understand and respect their different views of fortune,construct a social mechanism for poverty alleviation and foster the public’s social concern for the low-income groups.
