乡村振兴战略背景下村治主体的互动结构转型研究 被引量:3

摘要 “干部互动”是基于“体制性关联”建立起来的中国政治客观存在关系,它衔接、弥合、建构的是“国家-政府-社会”框架中最为关键的治理主体内在运作机理。当下我国正处于国家治理现代化转型的关键时期,村治主体的“代理人”“当家人”角色,在资源密集输入的乡村振兴时代,于“科层-关系”的底色互动关系下开始发生三重结构性分化:传统维持性取向、过渡重构性取向、现代行政性取向。我们必须明晰认知、辩证对待“村治主体互动”在城乡转型中正历经的巨大流变,应始终将村治主体作为衔接国家规范与乡土秩序的中介变量,充分激活自治性,引导基层社会走向良序。 The“cadre-cadre interaction”is an objective relationship of Chinese politics based on“institutional linkages”.It links,bridges and constructs the inner working mechanisms of the most important governance agents in the“state-government-society”framework.At the moment,China is in the critical period of modernization of the state governance,and the role of“agent”and“leader”of grassroots cadres has become conspicuous in the era of resource input.Against the background with some features of the bureaucratic interaction,a triple structural differentiation has taken place:a traditional orientation for maintenance;a transitional orientation for reconstruction;a modern orientation for administration.It is a must to dialectically clarify the great interactive changes facing the major agents of village governance in the transformation process of the urban and rural society,and regard them as a mediator of the national norms and the local order for maintaining a good order of the grassroots society with great vitality.
