Developing Major-country Diplomacy with Chinese Characteristics in the Context of the World’s Great Changes

当今世界正处于百年未有之大变局,国际形势正在发生深刻而复杂的变化。中国发展仍处于重要战略机遇期,但战略机遇期的内涵和条件也在发生新的变化。战略机遇期的内生性和可塑性显著增强,发展共享性和风险传导性也在同步显现。中国外交既要"随势""顺势",又要强调"谋势""塑势"。尤其重要的是,要善于下好"先手棋",通过有效运筹周边外交以及深化与发展中国家的团结合作,争取及时主动破解大国崛起面临的战略困境。中国还需着眼国际规则竞争,携手推进国际秩序的变革和完善,不断提升自身国际影响力和话语权。

The world today is in a great change,and the international situation is undergoing profound and complex changes.China’s development is still in an important period of strategic opportunity,but the connotation and conditions of the strategic opportunity period are also undergoing new changes.The endogeneity and plasticity of strategic opportunity period are significantly enhanced,and the development sharing and risk transmission are also showing simultaneously.China’s diplomacy should not only follow the trend and keep pace with the situation,but also emphasize"seek the potential"and"shape the potential".Especially,we should be good at playing"first move",and strive to solve the strategic difficulties in the process of China’s rise in time by effectively operating foreign affairs towards the neighbour countries and deepening solidarity and cooperation with developing countries.China also needs to focus on international rules competition,work together with the partners to promote the reform and improvement of international order,and constantly improve its international influence and discourse power.
