摘要
自2014年习总书记提出在党政建设中警惕“塔西佗陷阱”以来,该概念引起了普遍的关注。而从社会结构、风险系统和风险话语上看,“塔西佗陷阱”足以构成现代风险社会最大的风险,它在本质上是官方风险话语权的失控,应引起足够的警惕。规避“塔西佗陷阱”的关键在坚持底线思维,以“命运共同体”理念为核心构建牢固的政治信任体系,积极地在社会各领域完善“制度性沟通机制”以消除隔阂变数,增强风险共识。
"Tacitus Trap"has aroused widespread concern since General Secretary Xi proposed in 2014 in the party and government construction.It constitutes the biggest risk in a modern risk society from the perspective of social structure,risk system and risk discourse.Actually,it is an out-of-control of official risk discourse and should arouse sufficient vigilance.The key to avoid it is to adhere to the bottom line,build a solid political trust system with the core concept of"destiny community",and actively improve the"institutional communication mechanism"in all areas of society to eliminate barriers and increase consensus on risks.
