放管服背景下的高校科研财务助理制度研究

Research on University Scientific Research Financial Assistant System under the Background of“Delegate Powers,Improve Regulation and Strengthen Services”

在国家科研经费管理“放管服”改革背景下,如何重构高校财务助理角色与职能,精准搭建科研团队与科研经费管理职能审批部门之间的桥梁,是一项非常重要的工作任务。本文通过剖析科研财务管理中存在的问题,提出了通过对高校科研财务助理进行角色调整与职能重塑,来建立高校科研财务管理体系良性运行机制,促进高校科研团队高效协调发展。

In the context of the reform of the national scientific research funding management“delegate power,improve regulation,and upgrade service.”,how to reconstruct the role and functions of financial assistants in universities and build a bridge between the scientific research team and the scientific research funding management functional approval department is a very important task.This paper analyzes the existing problems in financial management of scientific research,and proposes to establish a benign operation mechanism of the scientific research financial management system of universities by adjusting the roles and reconstructing the functions of scientific research financial assistants in universities,and promote the efficient and coordinated development of scientific research teams in universities.
