摘要
教育资源均衡配置是建立普惠性学前教育服务体系的根本和前提。运用熵权TOPSIS法构建学前教育资源配置水平评价模型,对我国31个省区直辖市学前教育的师资力量、经费投入和办园条件进行综合评价。研究结果发现,我国学前教育资源配置极不均衡,省际之间差异显著。据此提出政策建议:完善教师职称制度,促进幼儿教师专业成长;推进教育供给侧改革,大力发展普惠性幼儿园。
The balanced allocation of educational resources is the foundation and premise to establish the inclusive preschool education service system.Teachers'professionalism,fund investment,and conditions of running kindergartens of preschool education in 31 provinces,municipalities and autonomous regions in the Chinese mainland are comprehensively evaluated by the evaluation model of preschool educational resource allocation level based on entropy weight and TOPSIS.The results show that preschool educational resource allocation is seriously unbalanced in our country and there is significant difference among provinces.Policy suggestions are proposed including perfecting teachers'academic rank system,promoting the professional development of preschool teachers,advancing the educational supply-side reform and vigorously developing inclusive kindergartens.
