汉藏双语法学教育实践探索与完善——以“一院两校”协同培养汉藏双语法律人才为例

Exploration and Perfection of Chinese-Tibetan Bilingual Education in Legal Education Practice--Taking the Mode of"One Court,Two Colleges"to Co-cultivate Chinese-Tibetan Bilingual Legal Talents as an Example

汉藏双语法学教育的适应性革新是新时代汉藏双语法律人才培养的关键所在。汉藏双语法律人才的培养是落实、推进民族区域法治化的重要保障,对于建设具有中国特色的法治社会有着重要的作用。甘肃省"一院两校"协同培养汉藏双语法律人才的法学教育实践是对汉藏双语法学教育积极有益的实践探索,取得了不少成绩,但基于实证调研分析也存在需要完善的方面。文章从汉藏双语法学教育适应性革新的现实要求出发,介绍汉藏双语法学教育的实践探索——"一院两校"协同培养,基于"一院两校"协同培养的实证分析论证汉藏双语法学教育实践存在的普遍问题,最后提出汉藏双语法学教育的完善路径,以期对汉藏双语法学教育的适应性改革实践有所裨益。

The adaptive innovation of Chinese-Tibetan bilingual education is the key to the training of Chinese-Tibetan bilingual legal talents in the new era.The training of Chinese and Tibetan bilingual legal talents is an important guarantee for the implementation and promotion of the rule of law in ethnic regions,and plays an important role in the construction of a legal society with Chinese characteristics.The legal education practice of"One Court,Two Colleges"in Gansu Province to jointly cultivate Chinese-Tibetan bilingual legal talents is a positive and beneficial practical exploration of Chinese-Tibetan bilingual education,and has made a lot of achievement.However,there are still some aspects that need to be improved based on empirical research and analysis.Starting from the practical requirements of the adaptable innovation of Chinese-Tibetan bilingual education,this article introduces the practical exploration of Chinese-Tibetan bilingual education——"One Court,Two Colleges"collaborative training mode.Based on the empirical analysis,this paper demonstrates the common problems existing in the practice of the bilingual education mode,and finally a perfect path for Chinese-Tibetan bilingual education is proposed,in order to benefit the adaptive reform practice of Chinese-Tibetan bilingual education.
