近年来,我国航运业整体水平发展迅速,对航行船舶的安全以及防污染管控也日益严格,还强制性实施了《国际安全管理规则》和《国内安全管理规则》2部航运管理规则,各个航运公司按照规则的要求逐步建立起各自的安全管理体系。论文主要对安全管理体系的构建现状及问题进行分析,并提出相应的解决策略,探究构建船舶安全管理体系的最佳实施方案。

In recent years,the overall level of China's shipping industry has developed rapidly,and the safety and anti-pollution control of sailing ships has become increasingly strict.In addition,two shipping management rules,"International Safety Management Rules"and"Domestic Safety Management Rules",have been enforced,and each shipping company has gradually established its own safety management system in accordance with the requirements of the rules.This paper mainly analyzes the current situation and problems of the construction of safety management system,and puts forward the corresponding solutions to explore the best implementation scheme of the construction of ship safety management system.
