生态环境质量持续改善的根基在于夯实环境法实效,夯实环境法的实效必须以促进守法为中心实施环境法律。为此,在法律实施技术基础层面需要从"牧领"到帮助,激发行为人主观上的守法积极性,降低守法成本使行为人客观上能够守法。在法律实施技术的进阶层面需要在制裁违法中恢复守法,通过彰显法律实施的客观公正以及保障当事人的公正获得感,重建违法行为人对法律权威的信仰,促进其自觉自愿遵守法律。
