广东省清洁生产信息化公共服务平台的规划、建设与应用进展

The planning, construction and application progress of cleaner production information public service platform in Guangdong Province

广东省清洁生产信息化公共服务平台(以下简称"服务平台")是全国首个强制性与自愿性企业统一管理的省级清洁生产信息化服务平台。本研究对服务平台的建设目标、总体设计框架、平台应用与建设进展进行了详细的分析说明,并对目前服务平台的建设和应用进展进行了总结:一是实现全省清洁生产企业在同一个平台上开展清洁生产审核流程,解决数据重复填报问题;二是实现全省各级主管部门在同一平台上进行清洁生产审核流程管理,解决了主管部门管理要求不统一问题;三是为企业提供清洁生产审核全过程技术支撑服务;四是实现全省清洁生产环境信息在同一平台上公开。构建服务平台是实现广东省"十三五"万企清洁生产审核行动的重要手段,也是提升广东省清洁生产工作质量和各级管理员管理效率的重要途径。

Guangdong Province Cleaner Production Information Public Service Platform(referred to as "Service Platform") acts as the very first provincial cleaner production information service platform realizing the unified management of both compulsory and voluntary enterprises across the nation.This paper has conducted a detailed analysis and explanation of the construction purpose, overall design framework, application and construction progress of this service platform, and has concluded the current progress of platform construction and application: It has enabled all cleaner production enterprises across the province to handle the cleaner production examination and approval procedure on a same platform, solving the problem of repeated data filling and submission;It has allowed all related competent departments at different levels in the province to manage the cleaner production examination and approval affairs on a same platform, solving the problem of inconsistent requirements by different department;It has offered enterprises the technological supporting service in the whole process of cleaner production examination and approval;It has made it possible to disclose the cleaner production environment information on the same platform in the whole province.The establishment of the service platform serves as an important means of realizing the ten thousand enterprises’ cleaner production examination and approval in Guangdong Province, and also is an important way to enhance the quality of cleaner production works and efficiency of managers at all levels in the province.
