Building a Community of Rural Governance:Optimal Path of Village Level Governance

如何构建共建共治共享乡村治理格局,是乡村振兴中的重要实践问题。治理转型背景下,村级治理陷入主体性弱化和治理成本外部化等风险,本文基于湖北省A村的调查,发现构建乡村治理共同体是组织动员村民参与、实现村级治理有效的可行路径。遵循村庄本位的治理逻辑,乡村治理共同体通过权力、责任和利益分配规范共同体内主体行为,整合共同体内主体优势,激发共同体内主体动力,确保基层政府、村干部和村民作为价值、行动和利益共同体在村级治理中的一致行动力。这一治理实践表明,凝聚多元主体目标共识,资源输入再造集体利益联结,组织化策略吸纳村民参与,是构建乡村治理共同体、推动基层治理有效的可行路径。

How to construct a rural governance pattern of joint construction,joint governance and shared benefits is an important practical issue in rural revitalization.In the context of governance transformation,village governance falls into the risks of the weakening of subjectivity and externalization of governance costs.Based on the investigation of Village A in Hubei Province,this paper finds that the construction of rural governance community is a feasible path to organize and mobilize villagers to participate and realize effective village governance.Following the management logic of village standard,the rural governance community standardizes the subject behavior,integrates the subject advantage and stimulates the motivation of the subject in the community through the distribution of power,responsibility and interest,to ensure that the primary-level government,village cadres and villagers act as a community of values,actions and interests in village governance.This governance experience shows that it is feasible to build a rural governance community and promote effective governance at the primary-level by building consensus on the objectives of multiple subjects,reconstructing the collective interest connection through resource input,and inviting villagers to participate in organizational strategies.
