智慧城市视域下政府数据质量优化反馈机制研究

Research on the Feedback Mechanism of Government Data Quality Optimization from the Perspective of Smart Cities

[目的/意义]政府数据质量影响并代表着智慧城市的发展水平。探究智慧城市视域下政府数据质量反馈机制构建、机理模型及运行模式,提出智慧城市视域下政府数据质量反馈机制应然选择,为提升智慧城市政府数据质量提供借鉴和参考。[方法/过程]通过网站统计和数据分析,对2020年我国20强智慧城市政府数据质量反馈运行现状展开调查评估。[结果/结论]我国智慧城市政府数据质量反馈组织建设和制度保障有待加强、反馈信息采集方法和采集渠道有待改善、反馈信息分类整合和深层加工有待跟进、反馈互动参与主体和效能范围有待拓展,可从突出智慧城市理念,开展联动式政府数据质量反馈调研;注重数据治理规范,加强反馈组织制度建设和法律遵从;融入人工智能技术,高效整合和深度分析各方反馈意见;搭建反馈专用平台,实现反馈渠道多元有效和安全畅通四方面予以优化。

[Purpose/Significance]The quality of government data affects and represents the level of development of smart cities.In order to providing suggestions for the improvement of smart cities’government data quality,this paper mainly explored the composition,mechanism model,operation pattern and optimizating strategies of government data quality feedback mechanism from the perspective of smart cities.[Method/Process]Through websites statistics and data analysis,investigated and evaluated the current situation of government data quality feedback on the list of"Chinese top 20 smart cities in 2020".[Result/Conclusion]There are still some problems in the feedback of government data in smart cities,such as:organization construction and system guarantees need to be strengthened,information collection methods and channels need to be improved,information classification integration and deep processing need to be followed up,interacting subject and effectiveness scope need to be expanded,etc.To solve these prolems,it is necessary that considering four optional suggestions:emphasizing the concept of smart cities,carrying out joint government data quality feedback surveys;paying attention to data governance standards,strengthening feedback organization system construction and legal compliance;integratiing artificial intelligence technology,Efficiently integrating and in-depth analysizing of feedback advices from all parties;building professional feedback platform to construct multiple,effective,safe and smooth feedback trenches.
