Practical Connotations of Handling According to Law in Promoting Source Resolution of Petitions

党中央要求加强和改进人民信访工作,做到诉求合理的解决到位、诉求无理的思想教育到位、生活困难的帮扶救助到位、行为违法的依法处理。“三到位一处理”是信访工作的指导方针。文章主要围绕其中的“一处理”即“依法处理”进行研究探讨,分析依法处理在化解信访事项中的重要作用,探索依法处理在推进信访事项源头化解中的实践内涵。

To strengthen and improve the people′s petition work,the Party Central Committee requires the availability of solution for reasonable petitions,education for unreasonable ones,assistance for people in hardship,and handling illegal behavior in accordance with the law.This paper focuses on the″handling according to law″,analyzes the important role it plays in resolving petition affairs,and explores itspractical connotation in promoting the source resolution of petitions.
