厄瓜多尔油气工业现状及中国企业投资机会分析

Energy status in Ecuador and the investment opportunities for Chinese enterprises

厄瓜多尔具有丰富的油气资源,是重油及中质油资源的稳定产区,也是中国布局拉丁美洲的重要节点。厄瓜多尔与中国外交关系良好,国内政治、经济、社会形势相对稳定,不存在战争风险和明显的社会安全风险。开发厄瓜多尔石油对缓解我国石油短缺现状,促进进口能源来源多元化,降低油气运输通道风险,保障国家能源安全具有积极意义。分析了厄瓜多尔资源状况、油气工业发展情况以及目前中国石油企业在厄瓜多尔的运营情况,并从社会、法律、经济、政治和技术5个方面进行了投资风险评估。建议中国企业积极进军厄瓜多尔油气市场,结合自身优势,以经济可行、技术可行为标准,做好内部统筹,有选择地稳步进入。

Rich in oil and gas resources,Ecuador is a stable producing area of heavy and medium oil resources,as well as an important link of China’s strategic layout in Latin America.Under the relatively stable domestic political,economic,and social situation,Ecuador enjoys sound diplomatic relations with China,with the nonexistent war risk and obvious social security risk.Petroleum development in Ecuador is of positive significance to the alleviation of domestic oil shortage,the diversification of imported oil and gas producing areas,the reduction of oil and gas transportation channel risks and the guarantee of national energy security.This paper analyzes the status of Ecuador’s resources,the development of oil and gas industry,and the current operation of Chinese oil enterprises in Ecuador,and carries out investment risk assessment from such five aspects as society,law,economy,politics,and technology.It is suggested that Chinese enterprises should actively enter the oil market of Ecuador,combine their own advantages,take economic feasibility and technical behavior standards,focus on internal co-ordination,and enter steadily and selectively.
