【目的/意义】构建信息生态制度环境影响因素结构模型,分析影响因素之间的作用机理,为厘清信息制度环境运行障碍,明晰信息制度环境优化方向提供理论指导。【方法/过程】先从国内外相关文献中提取信息制度环境影响因素,再通过专家调查方法筛选和补充影响因素,最后运用解释结构模型方法对影响因素之间的多级递阶关系进行梳理,阐明影响因素之间的层级。【结果/结论】信息生态制度环境的第一层直接影响因素囊括了信息制度建设、信息制度实施和信息人的重要方面,第二层影响因素有制度制定主体的综合素质、制度执行主体的综合素质、组织机构的体制和文化,第三层影响因素为典型突发事件和潜规则,信息技术的应用和制度所处的社会环境同为第四层影响因素,最底层也是最根本的影响因素为统治阶级的意志。【创新/局限】确定了信息生态制度环境的影响因素及其层次关系,但对影响因素作用机理的分析有待深化。

【Purpose/significance】This paper constructs a structural model of the influencing factors of the information ecological system environment,analyzes the mechanism of the influencing factors,and provides theoretical guidance for clarifying the obstacles to the operation of the information system environment and clarifying the optimization direction of the information system environment.【Method/process】Firstly, it extracts the influencing factors of information system environment from the relevant literature at home and abroad, and then selects and supplements the influencing factors through expert survey method. Finally, it uses interpretative structural model to sort out the hierarchical relationship among the influencing factors, and clarifies the hierarchy among the influencing factors.【Result/conclusion】The first level of direct influencing factors of the information ecological system environment includes the important aspects of information system construction,information system implementation and information man,and the second level of influencing factors is the comprehensive quality of the system formulation body and the system implementation body as well as the system and culture of the organization.The third-level influencing factors are typical emergencies and unspoken rules.The application of information technology and the social environment in which the system is located are the fourth-level influencing factors.The lowest and most fundamental influencing factor is the will of the ruling class.【Innovation/limitation】The influencing factors and hierarchical relationships of the information ecological system environment are determined, but the analysis of the mechanism of influencing factors needs to be deepened.
