Logical Evolution of Planning Project of Yunnan Green Steel City During Transition Period

在传统空间规划向国土空间规划过渡的背景下,以云南绿色钢城为研究对象,从重构全域规划体系,重构规划语言系统与重构空间治理机制3个方面对过渡期云南绿色钢城项目的编制逻辑演进展开了梳理分析,总结出过渡期编制空间规划需要从全过程预留与国土空间规划编制的"接口",形成"一个指标体系""一张蓝图""一张建设项目表"的规划编制的重点内容,为过渡期空间规划的的编制提供新的思路与实施路径。

In the context of the transition from traditional spatial planning to land spatial planning,this paper takes Yunnan Green Steel City as a research object.It analyzes the logic evolution of the construction of Yunnan Green Steel City project from three aspects during the transitional period,including reconstructing the whole domain planning system,the planning language system and the spatial governance mechanism.It is concluded that it is necessary to reserve the interface with land spatial planning in whole process.The key content of the planning consists of a system of indicators,a blueprint and a table of construction project.The purpose is to provide the new ideas and implementation paths for spatial planning during the transition period.
