摘要
资源耗竭、环境污染是制约当今社会经济发展的“瓶颈”,科技创新是区域可持续发展的关键所在。对中东部地区各省域的生态效率水平和科技创新水平进行科学评价有助于比较中部和东部地区的差异。在科学评价基础上构建的面板数据计量模型是分析科技创新对区域生态效率的影响机理的有效工具。该模型以中东部16省域2009—2018年的面板数据为样本,其估计结果表明:中部地区的生态效率水平和科技创新水平都显著低于东部地区;中东部整体样本估计结果显示科技投入、科技产出、科技效率对区域生态效率水平都有显著影响;但东部和中部地区其影响的显著性和弹性系数存在差异。因此,中部地区要通过创新驱动实现区域绿色发展,需要“优化科技资源配置、发展高新技术产业、发挥东部地区示范作用”。
Resource depletion and environmental pollution are the“bottlenecks”restricting the social and economic development.Scientific and technological innovation is the key to regional sustainable development.It is helpful to compare the differences between the central and eastern regions in terms of ecological efficiency and scientific and technological innovation.The panel data econometric model built on the basis of scientific evaluation is an effective tool to analyze the impact mechanism of scientific and technological innovation on regional ecological efficiency.The model takes the panel data of 16 provinces in the middle and east of China as samples.The results show that the level of ecological efficiency and scientific and technological innovation in the central region is significantly lower than that in the eastern region;the overall sample estimation results of the middle and eastern regions show that technology input,science and technology output,and science and technology efficiency have significant impact on region-al ecological efficiency level,but the significance and elasticity coefficient of the influence are different between the eastern and central regions.Therefore,in order to realize regional green development through innovation drive,the central region needs to“op-timize the allocation of scientific and technological resources,develop high-tech industries,and give play to the demonstration role of the eastern region”.
