摘要
分布式能源作为清洁能源的高效利用形式,在能源安全、节能减排、电力用户服务方面作用显著。根据首都城市发展、能源需求和环境保护的新要求,聚焦北京分布式能源,归纳各类清洁能源资源的分布特点和分布式能源项目建设现状,分析分布式天然气、分布式风光资源和其他分布式能源项目开发、建设和运行面临的挑战和问题,并从技术、政策、市场、能源管理等方面提出对策和建议,为北京分布式能源项目规划建设提供参考。
As the clean and efficient utilization of energy,distributed energy plays a significant role in the energy security,energy conservation,emission reduction,and power user service.According to the new requirements of city development,energy demand and environmental protection in the capital,this paper focuses on the distributed energy in Beijing.The distribution characteristics of various clean energy resources and the status of distributed energy projects are summarized.The challenges and problems in the development,construction and operation of distributed natural gas,wind,solar and other distributed energy projects are analyzed.The countermeasures and suggestions in view of technology,policy,market,and energy management are put forward,which can provide the references for the planning and construction of distributed energy projects in Beijing.
