关于国土空间规划体系下规划管理的几点思考

Some Thoughts on Planning Management under the Territorial Space Planning System

我国的国土空间规划体系类型是多种多样的,党的十九届三中全会和第十三届人民代表大会对相关内容通过了批准,对改革的方案作进一步地研究与说明,针对国土空间规划体系实施有效地监督管理工作。虽然国土空间规划工作取得了阶段性进展,但是工作实践中仍然存在着规划矛盾、政出多门以及职能交叉等问题。因此提高国土空间规划水平成为了解决上述问题的主要策略,只有建立健全国土规划体系,才能提升管理工作水平。本文以城乡规划的角度为入手点进行分析,站在多规合一的位置上对其进行研究,最终提出具有参考价值的意见和建议。

My country's territorial and spatial planning systems are of various types.The Third Plenary Session of the Nineteen th Central Committee of the Party and the Thirteen th People's Congress approved the relevant content,and further researched and explained the reform plan.The land and space planning system implements effective supervision and management.Although the land and space planning work has made phased progress,there are still problems in the work practice,such as planning contradictions,multiple politicians,and overlapping functions.Therefore,improving the level of territorial and spatial planning has become the main strategy to solve the above-mentioned problems.Only by establishing and improving the territorial planning system can the level of management work be improved.This ailicle analyzes from the perspective of urban and rural planning,studies it from the perspective of multi-plan integration,and finally puts forward opinions and suggestions with reference value.
