基于层次分析和模糊综合评价的液化天然气企业应急能力评估

Emergency Capability Assessment of LNG Enterprises Based on Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation

为了提高液化天然气企业应对各种突发事件的能力,研究建立了液化天然气企业应急能力评估体系。首先使用层次分析方法对应急能力评估中的各项指标权重进行确定,再使用模糊综合评价的方法对液化天然气企业中的应急能力进行全面的评估,为提高液化天然气企业应对各种突发事件的能力奠定基础。研究表明:对于液化天然气企业而言,其应急能力指标的排序为风险预防、风险响应、风险恢复、风险准备,液化天然气企业需要制定完善的风险预防措施。通过本次研究可以发现,使用层析分析方法和模糊综合评价方法可以很好地对液化天然气企业应急能力进行全面的评估,可以为液化天然气企业应急管理能力的提高提供指导。

In order to improve the ability of LNG companies to respond to various emergencies,this study establishes an emergency capacity evaluation system for LNG enterprises.First,the analytic hierarchy process method is used to determine the weights of various indicators in the emergency capability assessment of LNG enterprises.Then fuzzy comprehensive evaluation method is used to conduct a comprehensive assessment of the emergency response capabilities of LNG enterprises,laying a foundation for improving the ability of LNG enterprises to respond to various emergencies.Research shows that for LNG enterprises,the order of their emergency capabilities is risk prevention,risk response,risk recovery,and risk preparation.LNG companies need to formulate comprehensive risk prevention measures.Through this study,it can be found that the use of analytic hierarchy process method and fuzzy comprehensive evaluation method can provide a good comprehensive assessment for the emergency capabilities of LNG enterprises,and can provide guidance for improving the emergency management capabilities of LNG enterprises.
