萨南油田产能建设项目后评价效果分析研究

Analysis and Research on the Post-evaluation Effect of Production Capacity Construction Project of Sanan Oilfield

产能建设项目后评价是对产能项目的前期论证决策、设计施工、竣工投产和生产运营等过程,以及项目目标、投资效益、影响与持续性等方面进行的综合分析和评价。以2016—2020年"十三·五"期间大庆萨南油田典型区块产能建设项目详细后评价实际数据为基础,将项目后评价效果以过程维度、效益维度、影响与持续性维度3个维度进行表达,提炼出从项目的决策、设计实施、经营管理等方面评价的关键因素,构建后评价效果评价指标体系,合理确定评价指标的权重系数,建立后评价效果评价模型,实现对后评价效果的综合统计评价分析,从而全面、客观地反映出各区块项目的后评价结果。结果表明,2018年D区弱碱三元复合驱产能建设工程项目后评价效果最好。通过对项目后评价效果进行评价,总结出项目成功背后的经验和教训,提出解决问题的具体办法和建议,为后续项目提供科学的决策依据。

Post-evaluation of capacity construction project is a comprehensive analysis and evaluation of the process of preliminary argumentation and decision-making,design and construction,completion and operation of the capacity project,as well as the project objectives,investment benefits,impact and sustainability.Based on the detailed post-evaluation actual data of typical block capacity construction project of Sanan Oilfield in Daqing from 2016 to 2020,the post-evaluation effect of the project is expressed in three dimensions:process dimension,benefit dimension,impact and sustainability dimension,and the key factors of evaluation from the aspects of project decision,design implementation and operation management are extracted.The system of post-evaluation effect and evaluation index is established,the weight coefficient of evaluation index is reasonably determined,and the evaluation model of post-evaluation effect is established to realize the comprehensive statistical evaluation and analysis of the post-evaluation effect,so as to comprehensively and objectively reflect the post-evaluation results of each block project.The results show that the post-evaluation effect of the project of the weak alkali ternary compound drive capacity construction project in Zone D in 2018 is the best.Through the evaluation of the post project evaluation effect,the paper summarizes the experience and lessons behind the success of the project,puts forward specific methods and suggestions to solve the problems,and provides scientific decision-making basis for the follow-up projects.
