A Study on the Fiscal Policy Supporting the Integrated Development of Urban and Rural Areas During the 14th Five Year Plan Period

支持城乡融合发展是“十四五”时期财政政策需要重点关注的内容之一。该项财政政策的制定需要充分考虑新形势下城乡融合发展的内在要求及其所面临的制约因素,在相关部门的通力合作下力求实现政策制定的科学化。以完善产权制度和要素市场化配置为重点,力促城乡产业融合;以健全全民覆盖、普惠共享、城乡一体的基本公共服务体系为宗旨,提升新时代农村公共服务供给水平;以加强监督和绩效评价为手段,提高财政支持政策的效果。

Supporting urban-rural integration development is one of the important contents of fiscal pol-icy during“the 14th Five-year Plan”period.The formulation of this fiscal policy needs to fully consider the inherent requirements and constraints of urban-rural integration development in the new situation,and strive to achieve scientific policy-making with the full cooperation of relevant government depart-ments.We should focus on improving the property rights system and the market-oriented allocation as key elements,and promote the integration of urban and rural industries.We need to improve the sup-ply level of rural public services in the new era with the aim of improving the basic public service sys-tem of universal coverage,inclusive sharing and urban-rural integration;and improve the effect of fi-nancial support policies by means of strengthening supervision and performance evaluation.
